Integrated Circuit (IC) Technology Exchange Program To Shanghai & Beijing (PSDAS Project)

Background: The aim of this study mission is to provide delegates with up-to-date status on developments related to Integrated Circuits (IC) in PRC. Delegates may then formulate their strategies and establish partnership with relevant PRC organizations and/or companies in their respective business context.

The study mission was jointly organized by the Electronics Division and the IT Division of the Hong Kong Institution Of Engineers (HKIE), co-organized by The Hong Kong Productivity Council (HKPC) and The Hong Kong Science & Technology Parks (HKSTP), and supported by The Hong Kong Electronic Industries Association (HKEIA) and The Federation Of Hong Kong Industries (FHKI). The mission was held during 31 August, 2004 to 04 September, 2004 with a total of 16 delegates (including 5 representatives from HKIE).

The delegation had visited the IC China 2004 summit and exhibition, 4 commercial IC technology companies and 4 IC industry supporting organizations, as well as met with the Chinese Semiconductor Industry Association (CSIP)

It was observed that the IC related industries had grown drastically over the past years. Commercial activities had been dominated by IC packaging in the past. However, PRC had moved into wafer fabrication, fab-less IC design, and IC design EDA CAD tools. The technology level is now (0.18um main stream) just one generation behind the worldwide leading edge technology (0.09um). The PRC government has established policies to facilitate the growth of IC related industries. The reason behind such strong government support being the intention to increase the local market share of IC from 15% today to 25% by 2010 (PRC is the worldwide third largest IC market today and will be the second by 2010). In addition, The awareness of the importance of Intellectual Property (IP) is increasing.

he delegation is of the opinion that Hong Kong could play a key role in IP trading due to the better legal system, as well as in technology management to commercialize research results of PRC.
